The GP Back To Top is a very new plugin with not many downloads but it looks very promising and you should give this one a shot first.

5. Jquery Smooth Scrool
WPOutcast used to use this back to top plugin on a previous theme. The jQuery Smooth Scroll is a simple and lightweight plugin. I didn’t want anything fancy on the blog, just a button to do the job.
6. Back to Top Button – Easy Button
The Back to Top Button – Easy Button is a cool plugin. You have some tools to design your own button which you should make it match your theme colors or make it bright pink.
7. Brozzme Scroll Top
The Brozzme Scroll Top plugin is a new plugin with 80+ installs as of 4/24/2017 but will defiantly go up. Key points are it’s a lightweight plugin that will not effect page speed that adds a back to top button on all posts/pages. Not many features at this time but the plugin is new and I am sure the developer will continue to update this plugin as more and more feedback is provided by whom install it.
This plugin is powered by jQuery which makes it a light plugin to install.
